DECONCENTRATION PROCESSES AS STRATEGIES FOR PLANNING AND TERRITORIAL EQUITY IN RURAL PARISHES

Abstract
The research seeks to make visible and analyze the work done by the local government of Riobamba canton with a focus on decentralization as a territorial planning tool through the implementation of rural technical offices called “Riobamba Wasi”. The main objective is to analyze the implementation process and its different stages of execution, as well as to expose the main problems and benefits found, in the search for equitable development of the territory with established strategies. The study is based on a qualitative and quantitative approach through documentary and field work with an exploratory and descriptive level. The results show benefits in the deconcentration processes in the rural parishes of Cacha and Quimiag. This article concludes that the implemented approach improved public administration in rural parishes by 65%, reduced bureaucratic procedures by 43%, and optimized staffing through personnel redistribution among parishes, eliminating the need for new hires. Additionally, there was a 22% increase in public participation in the preparation of participatory budgets. It also concludes that continuous evaluation of the impact is essential to ensure the long-term sustainability of these projects.
